The department ensures that the municipality is provided with effficient and effective support services in relation to Human Resources Management, Legal, Support Services. Co-ordinates the capacity of the municipal workforce through human resources management, skills development, labour relations, and employee assistance program. It has six main focus areas, and these are:

Administration support to other departments and council.
Disaster management.
Legal services.
Payroll administration and contract management.
